we've got patchy fog, it's more widespread, it's in some inland valley locations, it's along the coast, patchy and dense in some areas. i'll talk about when i expect it will burn away and talk about the warmup expected for your afternoon coming up. traffic on highway 4 is looking good. you see the fog seeping in and out, not thick but it's there. we're looking at highway 87, there's been a crash reported, they are looking for it. somewhere in vicinity much 87 and 280, this is 87, and you can see there's nothing going on here. but nearby there could be an injury crash, we'll try and find it by the next traffic update. 6:02. let's go back to the desk. happening now in rome, the conclave to name a new pope scheduled to begin in just a couple hours. in vatican city the cardinals are preparing for a final prayer in the paulene chapel. this morning they held mass and

a 2-year-old with masking tape, say police, because she wouldn't take a nap. we have the surprising way the incident came to light and what the school is saying. alex? >> reporter: administrators are expected to talk more later on this morning and we expect pleasanton police will discuss details later this morning. it was a troubling complaint filed against the woman who was a teacher here at centerpoint preschool because the girl would not take a nap, and she took a photo of the girl. the didn't came to light when the teacher showed the picture to staff members at a social gathering, one happened to be the mother of the child in the photo. the allegation reported on march 5, it's unclear exactly when the incident took place, but in light of the

investigation centerpointe will suspend preschool classes for five days starting friday so staff can undergo training. we also understand the school will be holding a meeting for parents later on tonight to have all their questions answered as well. in addition, administrators have responded to this, they are trying to be open, and pro- active in their response. they have said they are appalled and shocked by what may have taken place here and we're told church leaders are on their way right now here to the school to offer a statement about the accusations. we expect that will happen in the next half hour, we bring that to you on the morning news. we're live at pleasanton, ktvu channel 2 news. a house fire in novato led to the discovery of a marijuana grow operation. firefighters used a chainsaw to cut through the walls on marion avenue to put the fire out. it started at 11:30 last night.

no one was living in the house. it was just being used to grow marijuana. the cause is still being investigated. in vallejo a 15-year-old boy was shot trying to help his sister escape from gunfire. it happened around 8:00 on alabama street. a group of men started shooting at a person who was standing near the boy and his sister. one of the stray bullets hit the boy in the leg as he was trying to rush his sister inside of their apartment. the boy was taken to the hospital, he's recovering. so far no arrests have been made. in san jose a proposal to house san jose's homeless and keep them from forming camps will go to the city council today. ktvu is live in downtown san jose this morning where many homeless people are still living on the streets. >> reporter: that's right. we're here behind the hp pavilion where we've found somebody who is homeless here sleeping on a park bench. the homeless have scattered

after they break up the encampments, you'll find some in city parks, others in the creek beds. this is a video of a cleanup of an encampment near the san jose airport last friday. it cost the city around $30,000. one of the ideas being floated by the city council today is to ask the county to match the city's financial contribution towards rapid rehousing for the homeless. the council wants to partner with caltrans and the water district to continue to do cleanup, a director from the housing department told me the homeless may tire from moving around and this may deter them from setting up camp and leave them to seek help. this takes a tough love approach and would implement a new trespassing policy against anyone in the city's parks and creeks. it's unclear if they would be cited for fined, but back out

here live you're looking at the guadelupe river, one of the creek beds where the homeless are living. the city recognized there's a direct link between the availability of affordable housing and homelessness, at 6:45 we'll tell you about a new creative way the city wants to raise funding for homelessness. reporting live from san jose, ktvu channel 2 news. san francisco is finalizing rules for dog walkers and plans to enforce them july 1. anyone walking more than four dogs will need a permit, $240 a year. the walkers will also have to carry $1 million insurance and no one will be allowed to walk more than 8 dogs at a time and leashes will not be allowed to be longer than 8 feet. let's check in with sal. you're keeping an eye on san jose. >> they are doing well in san jose. we're looking at some of these commutes. 87, we heard about an injury crash on 87 near 280.

we looked for it and we didn't see it. it doesn't mean it's not there but it looks like the traffic is getting by fine into the downtown area, so is 280 traffic. out to a little bit farther north, this is the bay bridge toll plaza, the backup is out to the end of the parking lot, meeterring lights on. nothing major, a 10-minute delay, it looks good into san francisco. the commute at livermore not that bad out of tracy. 6:08, let's go to rosemary. >> i want to start with the numbers. overnight lows becoming more comfortable. 51 in oakland. 40 in fairfield, 43 napa, the first 30-degree mark i've seen all morning long. santa rosa slipping before 40 in the last half hour, 39 degrees right now. 51 in mountain view. notably, mild as you get outside this morning, a look at

the pacific satellite view with the ridge of high pressure off the west coast but continuing to nudge in and as it does it's going to continue to drive temperatures. sinking air associated with the high pressure also bringing back the patchy fog, sal is tracking it, i'm watching it as well, the sinking air pushing some moisture to the ground. where are we seeing patchy dense fog? especially thick in novato, petaluma, napa. as we get into sunrise before 7:30, it will continue and become a little built more widespread, by 10:00 or so it's burning away from the inland areas, just inside the bay. for the lunch hour only the coast still dealing with the fog, and for the afternoon sunny skies around the region. your extended forecast for today, afternoon highs will be a few degrees warmer in many areas, especially away from the

secretary leon panetta acknowledged military sex offenders are not always prosecuted. panetta said in the case of goulet the military "looked the other way." and i said when that happened, at some point somebody pays a price. defense secretary chuck hagel said a case of sexual assault in the air force will be reviewed at the top levels of the pentagon. he just returned from visiting afghanistan and wrote a letter to barbara boxer, boxer asked him to look into a case where an air force general dismissed charges against a lieutenana colonel convicted of sexual assault but in his letter hagel said he doesn't have the authority to reverse the general's ruling. 6:15. 90 minutes from now house republicans in washington will lay out a budget. automatic cuts have forced military to scale back.

>> reporter: the marines posted a video online, tells personnel to save every round of ammunition and every gallon of gas and there's a plan unveiled today that doesn't guarantee the automatic spending cuts that went into place on march 1 are coming to an end anytime soon. former vice-presidential candidate paul ryan is leading house republicans. the g.o.p. believes by cutting spending to $41 trillion over the next decade the u.s. economy will grow faster and that will help balance the budget. republicans are not expected to get democratic support on their bug money saver, repealing obama care. >> obama care will increase federal health spending and subsidies by nearly $600 billion. and that's only projected to get worse over time. >> reporter: senate democrats are scheduled to lay out their budget this week but neither plan is expected to pass. instead, they serve as ground

work for negotiations to come in the days ahead. meanwhile, president obama is getting more hands-on. he is headed to capitol hill today, i'll have details on what he's doing when i see you next. live in washington, kyla campbell, channel 2 news. 6:16. more bad signatures may have been uncovered in the forgery probe of the santa clara supervisor. he resigned on march 1. he plans to plead guilty next monday. a special election process begins tomorrow. police in alameda are searching for five suspects in a brazen robbery attempt, it happened across the street from police headquarters. police say the suspects demanded cash from the victim in the parking lot of a 7- eleven this month and they didn't seem to care. they were a couple feet from the alameda police headquarters.

two suspects, you can see them in the surveillance video, police are also searching for two other men and another woman. >> it's concerning it's such a brazen attack within close proximity of the police department. >> police say the suspects may be driving a black four-door ford f-150 and 2008 or 2009 silver chevy trailblazer. this morning we're learning new details about just how much money the jerry sandusky child sex abuse scandal could cost penn state university. a new document details its agreement with former fbi director louis freeh to investigate the scandal. it's a review the university says cost them about $8.1 million. since the end of december, the university says the total costs associated with the sex scandal topped $41 million. 6:18. the dream to end the strike at the port of oakland late last year may have been a costly

welcome back. a polish man is recovering after a 3-hour surgery to remove a screwdriver from his head. he fell on the screwdriver face fist and it got stuck above his right eye. he did not have any eye or brain damage and is expected to make a full recovery. california could have the strictest smoking ban in the country. san rafael wants to outlaw it in any building where more than one family live. a committee takes up the patrolsal this month. the winners of the intel science contest in washington, d.c. announces, and six bay area students are among the

things are getting crowded in key commute areas. let's look at northbound 280 at 880, traffic is crowded on the way to cupertino and sunnyvale. also this morning we're looking at the sunol grade, and it's getting busy on 580 west. let's go to rosemary. an hour until the sunrise. have you calculated how much daylight we have? 11 hours and 45 minutes. we're waking up with patchy dense fog this morning. it's along the coast, in our inland valley locations, upper 30s to 40s to about 50 degrees around the bay area this morning. by the noon hour feeling good, upper 50s to mid-60s, and then for the afternoon we will continue with temperatures soaring above yesterday. sort of a repeat of what i showed you. we'll be cooler for the weekend. i will have that forecast for you coming up.

i'm dave clark. >> i'm maureen naylor. pam cook has the morning off. we're learning more about disturbing allegations concerning a pleasanton preschool teacher. >> a complaint was brought against centerpoint preschool against a woman awho used to be a teacher accused of tieing up a 2-year-old girl, a criminal investigation has been launched, i want to take you over here because some of the church leaders from centerpointe church are gathering. >> a former teacher who left our employment earlier this year volunteered during nap time on an unknown date in the past, she told the child that if the child did not take a nap, the teacher was going to tape up her hands and feet. the child refused the nap, and the teacher taped up the child's ankles and wrists. it was further reported to us

that this teacher indicated she took a photo and showed that photo to those in attendance. the parent reported the incident to the pleasantton police department, and investigators have interviewed our staff. we're cooperating fully with the investigation. and the legal outcome is unknown at this time. upon receipt and confirmation of this information, we notified community care licensing, which issued a class a violation on thursday. we have been notifying parents as required by the licensing agency. we've taken the following actions. we've sent a detailed letter to preschool parents. we've prepared the media statement i'm issuing now. we've scheduled a parents-only meeting for this evening. and we have ordered the temporary suspension of operations here at centerpointe preschool starting friday and

continuing monday and tuesday. we'll use that five-day period to retrain the staff and carefully analyze where we are with the program so we can return to the quality of care that we've been known for. this has operated since 2008 without incident. i'd like to introduce pastor mike barris. >> this preschool is part of our ministry of our church to love and care for people of all ages, and it is absolutely deplorable to us that any person, including the children under our care, would in any way do something so terrible as this incident. children are made in the image of god and deserve to be fully respected, and this is a dehumanizing incident that we're greatly grieved over. we're seeking to minister to the family, to the families of our preschool, who are tremendously upset as any parent would be, and to our

church community as well, and it is our goal to faithfully care for them and love them and serve them in the midst of this incident. we'll do everything we can to be open, and we seek to move forward in developing our ministries in a way that will be -- >> speaking in regards to accusations against a former teacher accused of tieing up a little girl. they are responding saying they are appalled by what took place. we're also pointing out we're expected to hear more details from police at some point this morning as well. we'll have more from the administrators here at the preschool on mornings on 2. for now we're live at pleasantton. 6:34. happening now in rome, we're about an hour away from the final prayers in rome, for the beginning of the conclave to elect a new pope. we have team coverage.

we'll have a live report from rome on the process of electing a pope but we begin with brian flores in san francisco where a special mass is planned to celebrate the conclave. >> reporter: this marks a very important next few days for roman catholics in the world and here in the bay area. here at st. mary's they will hold a special mass today to pray for those in the conclave. this marks a historic and exciting time for many catholics. here at st. mary's they held a special mass to pray for outgoing pope benedict xvi and this morning the archbishop leads a mass to pray for the cardinals calling for all parishes to hold special masses today. some catholics say they would like to see change within the church and others would like to see it stay traditional, but

they say picking pope can't be understated. >> it could signal significant changes in the church. i don't mean changes in doctrine, but as people know, pretty much around the world, there have been some problems in rome. >> reporter: now here is a brief breakdown of what we can expect in the next few hours, the cardinals held a special mass but around 7:45 our time the cardinals will leave a hotel and head to prayers at the paulene chapel. at 8:30 there's going to be a procession from the paulene chap am to the sistine chapel, at 8:45 cardinals will enter, the doors will shut and the conclave will officially begin. around 9:00 or maybe 10:00, there will be more chairs and the cardinals could place the first vote. we're live in san francisco, i'm brian flores, channel 2 us.

>> the earliest they could vote on a new pope is 9 a.m., it's unlikely a new pope would be chosen today. erin mclaughlin is in rome where the cardinals are scheduled to walk the sistine chapel two hours from now. >> reporter: good morning, maureen. the world is watching, 5600 journalists are in town. whoever they select as pope will arguably become one of the most influential figures in the world, and the process used to select him is shrouded in secrecy, tradition and prayer. cardinals prepare to embark on what could be the most important day of their spiritual lives. they will enter the papal conclave, elect a leader, and set the tone for the future of the catholic church. the group began the day with a traditional votive mass. >> my brothers, let us pray that the lord will grant us a

pontiff who will embrace this noble mission with a generous heart. >> reporter: preparations for the conclave have been underway since benedict xvi announced he was retiring last month. once the cardinals are sealed in the sistine chapel, all eyes will be on the vatican chimney, black smoke signals an unsuccessful vote, white smoke signals a new pope. >> it's unlikely there will be white smoke the first ballot. >> reporter: a contender must get 2/3 of the vote. he will choose a new name and be vested in papal garments. >> a new thing that's been added this year is when the cardinals and holy father leave the sistine chapel their first stop is the pauline chapel with the holy father will enter alone and pray before the blessed sacrament. >> reporter: red curtains are hanging from the central balcony where the newly elected pope will be announced from the

and southbound 680 leaving concord for walnut creek, give yourself an extra few minutes. also the morning commute at the toll plaza is back you had up for 25 to 35-minute delays, crowded into san francisco. san jose, the traffic has been looking good all over the place, northbound 101 just a little bit of slow traffic through the airport, but we're off to a good start in santa clara valley. the weather department, our am with aing trend is going to continue, a live look over jack london square, tough to tell but oakland is waking up with low clouds, the fog more widespread, i'll have more coming up in just a moment. with this warming friend underway our morning lows are not as cold. 40degrees in fairfield, 46 in napa. still a little cool for some inland areas. again, not as chilly as we've seen. 39 in santa rosa, this is the cool spot around the bay. 40s, even a few low 50s. heyward and oakland with low clouds overhead helping to add

to that insulation and keep our temperatures from sinking. sunrise usually around the coolest when it comes to our temperatures. 46 in foster city, 46 in belmont and menlo park. palo alto low to mid-40s as you step out this morning. going to back it up and show you the ridge of high pressure we've been talking about that continues to shift inland bringing us warmer continues, keeping rain to the north. and that north flow continues today, so the offshore breeze helps to warm us up, but we have a weak onshore breeze as well. i have to point you in this direction, near sfo, 8 miles per hour, a light one, just enough to bring that moisture into the area, with the addition of sinking area from the ridge of high pressure we've got the patchy dense fog, i'm seeing it in santa rosa, petaluma, novato, napa with visibility down to 1/4 mild. take it easy on your morning drive. some of us will hit 80

councilman calls it a witch hunt. san jose will talk about a proposal for dealing with homeless camps. we're live at downtown san jose with how city leaders plan to address the issue. >> we're near the guadelupe river. there was a gentleman that started calling out a name to his cousin to lived under he bridge, stopping by to give him change before he went to work. he talked about how much homelessness is a huge problem in san jose and city officials are going to take that issue head-on today after last week's cleanup of an encampment near coleman and heading, members of the city council have been coming up with ideas to stop the homeless from setting up camp elsewhere. more than 100 people were living there, only a small portion accepting out from agencies. a proposal includes asking the county to match the city's financial contribution towards rapid rehousing for the homeless, implementing a no
